This 2-volume set within the SAGE Reference Series on Leadership tackles issues relevant to leadership in the realm of science and technology. To encompass the key topics in this arena, this handbook features 100 topics arranged under eight headings. Volume 1 concentrates on general principles of science and technology leadership and includes sections on social-scientific perspectives on S&T leadership; key scientific concepts about leading and innovating in S&T; characteristics of S&T leaders and their environments; and strategies, tactics, and tools of S&T leadership. Entries are written in language and style that is broadly accessible, and each is followed by cross-references and a brief bibliography and further readings. Television
The history of television illustrates the development of a complex sociotechnicalsystem, in which individual leaders, corporate monopolies, and governmentregulators wrestled over the technical and economic direction the industry wouldtake. This also illustrates that many technologies are transitional stages inhuman development, going through a period of innovation, followed by temporarydominance, and then entering a period of decline in which they are replaced by avery different successor technology. Television began as a very sophisticatedanalog information technology that supported a highly concentrated entertainmentindustry dominated by a small number of networks, but the much later digitalrevolution cast all of its assumptions into doubt. This chapter focuses on thesocial history of television in the United States both because its complexityillustrates important points about leadership in technology development andbecause World War II and consequent economic hardship delayed developments inEurope.
For sake of clarity, the history of television can be divided into two periods.The first period spans the decades from the very beginning of the twentiethcentury during which the complex systems of required technologies weredeveloped, culminating in the successful launch of commercial broadcasting inthe late 1940s. A key moment was TV's demonstration at the 1939 New YorkWorld's Fair, which was largely an advertising venue for emergingindustries (Kuznick 1994), but World War II delayed its commercialization. Thesecond period covers the 60 years after the war during which the industryexpanded, adding color in the late 1950s, followed by cable and satellitetransmission, leading to a time in the first decade of the twenty-first centurywhen television had become digital, was increasingly distributed via Internet,and was integrated into many other digital technologies, to the point that thevery concept of television had dissolved.
A Retrospective
This section will describe the experience a viewer might have at the end ofeach of the two periods, using the author's own experience becausedoing so facilitates making several analytical points. Imagine the year is1949, and the place is a farmhouse on the outskirts of Bethel, Connecticut,as the boy in the family prepares to watch his favorite television program,Captain Video. The TV set is a model 30A Admiralthat the family has owned for a year, having been one of the first familiesto get one. The screen measures just 10 inches diagonally, but a hugeaccessory lens has been added, made of plastic and filled with mineral oil,that enlarges the picture and compensates for the slightly sepia tinge ofthe picture tube to produce true black-and-white. This is a floor model,with a loudspeaker in the lower portion and the screen above. There areeight controls in four pairs, each a knob with a ring around it. At theright is the channel selector, which clicks from channels 2 through 13, witha ring for fine-tuning. Next, going from right to left, is the volume knobfor the sound, and the ring that focuses the picture. The pair of controlsto the left of that adjust brightness and contrast, and the controls at thefar left adjust the horizontal and vertical to get the picture solidlydisplayed on the screen. The early television sets had some ability toadjust themselves, but the user needed skill to operate them.
