Since the 1960s, developers, educators, and researchers have sought to understand the impact of technology on learning. Research has demonstrated that technology can be engaging and motivating for learners. Despite the allure of technology, however, it is not always clear that technology-based interventions improve learning outcomes. Those interested in utilizing technology for individuals with disabilities should consider what works, for whom, and under what conditions. Given the nature of intellectual and developmental disorders, what works for one individual may not work for another.

Within society, technology has become ubiquitous in our daily lives. Some technology may not be as prevalent, however, among individuals with disabilities whose access is often mediated by parents, caretakers, teachers, and employers. As a result, technology advocacy is needed to determine whether or not an individual could benefit from appropriate technologies to enhance learning in one or more areas of life—access, behavior, communication, independence, learning, and/or social activity. This entry describes common applications associated with the use of technology to enhance learning by individuals with intellectual and developmental disorders.

Access

Access barriers to technology may be the result of disabilities that impair physical, sensory, or cognitive functioning. When an individual is unable to access a standard computer, tablet, or smartphone, for example, it is necessary to request an assistive technology (AT) evaluation. The AT evaluation will assess problems an individual may encounter with controlling the computer (i.e., input via keyboard, mouse, swipe); seeing, hearing, or processing information that appears on the screen (i.e., output); and interacting with content (i.e., navigation, cognitive, language). Assistive technology specialists are individuals with training in identifying, implementing, and evaluating AT and are responsible for conducting an AT evaluation. Some school districts and resource centers offer classes and workshops on how to use specific AT products to ensure that an individual with disabilities, the individual’s teachers, and parents or caregivers are aware of how to maximize the power of the AT.

Behavior

The use of technology to support behavioral change is one of the most overlooked applications of technology for individuals with disabilities. Technology may be used to capture appropriate and inappropriate behaviors that will be displayed side by side to help the student discern between the two. Technology programs may also be used to create a visual schedule to support positive behavioral choices when transitioning from one activity/space to another. Lastly, technology programs may teach students to collect and chart their own behavioral data in order to evaluate their behavioral performance over time.

Communication

Communication is a basic life function. When a person’s natural communication abilities are impaired, it is highly useful to use augmentative and alternative communication (AAC) systems. An AAC specialist or speech language pathologist (SLP) conducts an evaluation to identify whether or not an individual needs a simple picture communication board or a sophisticated electronic speech-generating device. Ensuring that every student has a suitable communication system is a fundamental prerequisite to classroom learning.

Independence

Independence is a key construct in classroom learning as well as in outcomes after school, such as independent living and employment. A wide variety of technologies support productivity for individuals with intellectual and developmental disorders by enhancing independence in the classroom, at home, and in the workplace. Such technology includes software that supports memory, task completion, prompting, tracking, performance monitoring, personalized feedback, and more. Transition specialists and assistive technology specialists can identify a combination of technologies that support an individual’s independence. New cognitive support technologies for adults with Alzheimer’s disease are making advances in technology for independent living.
