Shulha is Associate Professor of Evaluation, Planning and Assessment in the Faculty of Education at Queen's University, Canada. Previous positions include Program Evaluator for the University of Virginia's Evaluation Research Center and Teacher and Department Head with Ontario's Superior-Greenstone District School Board. Shulha's work in evaluation research and practice continues to be fueled by the pragmatic concerns of program personnel, school organizations, and classroom teachers. She finds herself aligned with a number of evaluators whose primary interest is evaluation use. Her fidelity to principles of evaluation use has led her to be a strong advocate of mixed-methods inquiry, including evaluative inquiry. She has contributed to the collective knowledge about the nature of collaboration in mixed-methods research and, in particular, collaboration as mixed-methods research. This orientation informs her continuing research around critical elements and the power of university and school professional learning partnerships. It is through such partnerships that Shulha is able to pursue a parallel research agenda that focuses on the complexity of classroom and large-scale assessment practices. Influences on her evaluation work include Michael Patton, Marvin Alkin, Bradley Cousins, Hallie Preskill, and Robert Wilson.

She is the author of several articles, reports, and book chapters, including “Collaborative Mixed-Method Research” (with R. J. Wilson) in Handbook of Mixed Methodology (Tashakkori & Teddlie, Eds.). She is also Section Coeditor for Who Will Teach? (Upitis, Sr. Ed.) and a major contributor to a special section on classroom assessment investigations that was published in the Alberta Journal of Educational Research. Shulha serves on the editorial boards of the American Journal of Evaluation and the Canadian Journal of Program Evaluation. She was recently appointed to the Joint Committee on Standards for Evaluation as a representative of the Canadian Society for the Study of Education, and she is Director of the Assessment and Evaluation Group, Faculty of Education, Queen's University. She received a Recognition Award in 2001 from the American Evaluation Association for her work as Associate Editor of the American Journal of Evaluation. In 1996, the Concurrent Education Student Association, Faculty of Education, Queens University, presented her with an Award of Appreciation for her teaching and commitment to the Concurrent Program.
