Rugh, Jim

(b. 1941, Ithaca, New York). M.S., B.S. Agricultural Engineering, University of Tennessee; M.P.S. International Agricultural and Rural Development (participatory evaluation emphasis), Cornell University.

Rugh is Coordinator of Program Design, Monitoring and Evaluation for CARE International. His work at CARE International includes providing guidance and support to CARE and partner staff in 80 countries to strengthen their capacity for improved project design, more systematic monitoring systems, and better quality and more useful evaluations. Prior to joining CARE in 1995, he had his own consultancy service for 11 years, during which time he evaluated the international development programs of many NGOs.

He has more than 39 years of involvement in development work in Africa, Asia, and Appalachia, 23 of those years as a specialist in evaluation. This has included long-term residence in India, Senegal, Togo, and the United States, as well as frequent travel to many other countries.

He has been an especially active member of the American Evaluation Association's International and Cross-Cultural TIG. He received a Certificate of Appreciation “in recognition of many years of generous service to the International and Cross-Cultural Evaluation Topical Interest Group, American Evaluation Association” in 2002. Rugh was Chair of AEA's Nominations and Elections Committee in 2004. He is the leader of InterAction's Monitoring and Evaluation Interest Group, including the annual PVO Evaluators’ Roundtable, and a founding member of the Atlanta-Area Evaluation Association.
