Nevo is Professor of Education at Tel Aviv University in Israel and Chief Scientist for the Ministry of Education, State of Israel.

Nevo has contributed to the field of evaluation through his work on evaluation in schools, specifically in promoting the combination of student assessment with program evaluation as a basis for the professional development of teachers and principals. Nevo has been instrumental in promoting the use of program evaluation in educational systems around the world. In this work, he is one of the pioneers of the idea of dialogic evaluation, an approach that accepts that evaluators can do many, but not all, things and that acknowledges evaluators are not the sole source of influence on changes in programs. He helped shape contemporary understandings of evaluation concepts in an analytic review of evaluation published in the Review of Educational Research.

As a graduate student, Nevo was involved in the Evaluation Center, which he followed when it moved to Western Michigan University (WMU). He was an active participant in the Consortium for Research on Accountability and Teacher Evaluation (CREATE) projects of the WMU Evaluation Center.

Nevo is Editor-in-Chief of Studies in Educational Evaluation, has conducted many large-scale evaluation studies, and has been Israel's representative at the International Association for the Evaluation of Educational Achievement since 1986. He is the coauthor (with Glasman) of Evaluation in Decision Making: The Case of School Administration, the author of School-Based Evaluation: A Dialogue for School Improvement, and the editor of School-Based Evaluation: An International Perspective.
