Lundgren, Ulf P.

(b. 1942, Värmland, Sweden). Ph.D., Licentiate, M.A. Social Sciences, University of Göteborg, Sweden.

Lundgren is Professor and Head of the Research Unit for Studies in Educational Policy and Educational Philosophy, Uppsala University, and Director of the Education Policy Institute, which focuses on the politics of education, educational policy making, and the governing of educational systems. He also held faculty appointments at the University Centre of Aalborg, Denmark, and Stockholm Institute of Education (where he was also the Vice Chancellor), and he was Director General of the National Agency for Education in Sweden.

Lundgren has contributed to the practice of educational evaluation in many countries, notably Sweden, Norway, Portugal, and Swaziland. He has written extensively on evaluation as an instrument for policy and governance and on evaluation as politics. Much of his earlier work is published in an edited collection, Ulf P. Lundgren's Skrifter 1966–1991. His work has been influenced by the linguistic traditions of Bellack, Halliday, and Bernstein; by the philosophies of Durkheim and Dewey; by Urban Dahllöf's frame-factor theory; and by Robert Stake's and Ernest House's work on the politics of evaluation.

Lundgren's work has been recognized by many professional associations. He has received the Australian-European Award in Social Sciences, the Bicentennial Award from the American Education Research Association, University of Saskatoon Award, and the Order for Honourable Service (Sweden). Lundgren is a permanent member of the Royal Academy for Art and Science in Uppsala; an honorary member of the Nation of Värmland, Uppsala; Board Member and Chair (1990–2000) of the OECD Center for Educational Research and Innovation, and a member of France's Haut Conseil de l'évaluation de l'école.
