Leeuw, Frans L.

(b. 1953, Maastricht, The Netherlands).

Leeuw is Chief Review Officer with The Netherlands' Inspectorate for Education, Utrecht, and is responsible for higher education, knowledge management, and evaluation studies and international affairs. Also, he is Professor of Evaluation Studies on the faculty of Social Sciences at Utrecht University. Previously he was Dean of The Netherlands Open University, director of performance auditing and evaluation of The Netherlands National Audit Office, and a faculty member at Leyden University. Leeuw is an advisor for the Operations Evaluation Department of the World Bank.

Leeuw's work in evaluation focuses on theory-based evaluations and program theories, education, development, and managing evaluations. He has written numerous publications in these areas, including Collaboration in Public Services: The Challenge for Evaluation (with Andrew Gray, Bill Jenkins, and John Mayne.) Leeuw was President of the European Evaluation Society from 1999 to 2002.
