Konrad, Ellen L.

(b. 1953, Los Angeles). M.S. Public Affairs, University of Oregon, Eugene; B.A. Psychology, Lewis and Clark College, Portland, Oregon.

Konrad started her professional and evaluation career as a federal presidential management intern at the U.S. Department of Health, Education and Welfare. Over the course of her career, she has conducted evaluations in the public sector at the county, state, and federal government levels. Her main intellectual influences were Donald Campbell, Thomas Cook, Robert Boruch, Carol Weiss, Eleanor Chelimsky, Judith Gueron, and Joseph Wholey.

Along with Jules M. Marquart, Konrad was Coeditor of the Spring 1996 issue of New Directions for Evaluation (Vol. 69), “Evaluating Initiatives to Integrate Human Services.” A major focus of her work has been conceptualizing, characterizing, and evaluating human services integration initiatives. She is Cofounder of the American Evaluation Association Topical Interest Group on Social Services Evaluation and served as its Chair between 1986 and 1993.

Konrad cofounded and served as Vice President (1996–1997) of the Arizona Evaluation Network, a local affiliate of the American Evaluation Association. She cofounded the Oregon Program Evaluators Network (another AEA local affiliate) and served as its President (1999). Konrad was an ex officio member of the Board of Directors for the American Evaluation Association, serving as the Topical Interest Group and Local Affiliate Coordinator from 1997 to 1998.
