Jackson, Edward T.

(b. 1951, Ottawa, Ontario). Ed.D., M.Ed. Adult Education, University of Toronto; B.A. Psychology, University of Western Ontario.

Jackson is Chair of the Centre for the Study of Training, Investment and Economic Restructuring and Associate Professor of Public Administration and International Affairs, Carleton University, Ottawa. He is also President of E. T. Jackson and Associates Ltd., an international management consulting firm that provides services to the Canadian International Development Agency, other development agencies, government agencies, and nongovernmental organizations.

Since 1982, Jackson has been a leader in evaluations of rural development, water management, education, and public sector reform projects in 30 developing countries for the Canadian International Development Agency. His work has promoted participatory evaluation throughout the world, and he has published two coedited volumes (with Yusuf Kassam), Knowledge Shared: Participatory Evaluation in Development Cooperation and Voices of Change: Participatory Research in the United States and Canada, related to this work. He cofounded the World Bank and Carleton University International Program on Development Evaluation training in 2001, a professional development program. He is also a member of the advisory board of the international journal Action Research.

Jackson, like many participatory evaluators, has been influenced by Paulo Freire's Pedagogy of the Oppressed, as well as the participatory research movement of the 1970s and 1980s, project management by activity in the 1980s, and results-based management in the 1990s.
