Haug, Peder

Haug is Professor of Education and Vice Dean of the Faculty of Education at Volda University College of Norway. Prior to taking his Ph.D., he was a schoolteacher, and his work in evaluation has been focused on evaluating educational reforms and educational policy, both in public schools and in teacher education programs. As a member of the Research Council of Norway, he has been the research director of two multiyear, comprehensive evaluation projects of national educational reforms in special education and in elementary and secondary education. He has held a variety of research positions in institutes throughout Norway and lectured extensively on issues in educational reform throughout Norway.

His primary contribution to the field of evaluation is twofold. On the one hand, he has contributed to the development of the Swedish model of theory-oriented evaluation, and here, his major intellectual influence has been Ulf Lundgren. On the other hand, influenced early by his work with educational sociologist Anton Hoëm, Haug has contributed to sociological studies of developing, implementing, and evaluating educational policy.

He is the author or coauthor of more than 40 research and evaluation reports, as well as numerous articles in publications directed at teachers; his scholarly journal articles and book chapters have appeared in both Norwegian and English-language publications. His books include Seksåringer—Barnehage Eller Skole? (The 6-year-olds—kindergarten or school?); Pedagogisk Dilemma: Specialundervisning (Educational dilemma: Special education); Skolebasert Vurdering—Erfaringer og Utfordringer (School-based evaluation: Experiences and challenges; with L. Monsen). He also coedited Den Mangfaldige Spesialundervisninga (Diverse special education), Theoretical Perspectives on Special Education, and Evaluating Educational Reform: Scandinavian Perspectives.
