Georghiou, Luke

(b. 1955, Beirut). Ph.D., B.Sc. (Hons) Liberal Studies in Science (Physics), University of Manchester.

Georghiou is Professor of Science and Technology Policy and Management and Executive Director of Policy Research in Engineering, Science and Technology, University of Manchester, an institute focusing on evaluation of research and innovation policy and programs. He is a consultant to several ministries in the United Kingdom, the Organisation for Economic Co-operation and Development (OECD), the European Commission, several major companies, and several foreign governments. Georghiou co-led the United Kingdom's largest research evaluation exercise, the evaluation of the Alvey Program for Advanced Information Technology, from 1983 to 1990.

His research includes evaluation of R&D and innovation policy, foresight, national and international science policy, and management of science and technology. He developed the concept of “behavioral additionality,” now widely used in European policy development rationales. Georghiou's work has been influenced by the work of Richard Nelson and Stan Metcalfe in evolutionary economics. The Manchester tradition of evaluation science policy, begun by Bruce Williams and further impressed on Georghiou by his doctoral supervisor and first employer Michael Gibbons, has shaped his theory and practice of evaluation.

Georghiou has chaired several international evaluation panels, such as the European Union Biotechnology program, the EUREKA Initiative, and the German Futur Initiative and has been a member of many others. He currently chairs committees on the effectiveness of direct measures for R&D support for the European Commission. He is also on numerous committees, including the Finnish Public Research Funding Evaluation Committee, the Medical Research Council Steering Group for the Monitoring and Evaluation of Research Funding Schemes, the Swedish KK-stiftelsen (Knowledge Foundation) International Advisory Committee on Evaluation of Research Doctorates, the Executive Board of the Save British Science Society, and the Steering Committee of the Technology Strategy Forum.

Georghiou has authored or coauthored several works, including Evaluation of Research: A Selection of Current Practices, Post-Innovation Performance—Technological Development and Competition, and Evaluation of the Alvey Program.
