The identification of pertinent characteristics of a targeted population of learners; this step is found in most instructional design models. The instructional designer may examine both general (age, gender, culture, education, etc.) and specific (prior knowledge and skills, attitudes, motivations, etc.) characteristics, but only those relevant to the design and development of effective instruction are taken into consideration. Identifying the relevant learner characteristics and the similarities and differences among a particular group of learners assists in creating instruction that is educationally sound, interesting, and relevant to its intended audience.
