Advises and represents the secretary on homelessness matters; promotes cooperation among federal agencies on homelessness issues; coordinates assistance programs for the homeless under the McKinney Act. Trains HUD field staff in administering homelessness programs. Distributes funds to eligible nonprofit organizations, cities, counties, tribes, and territories for shelter, care, transitional housing, and permanent housing for the disabled homeless. Programs provide for acquisition and rehabilitation of buildings, prevention of homelessness, counseling, and medical care. Administers the Federal Surplus Property Program and spearheads the initiative to lease HUD-held homes to the homeless.
