Using the 2010 Affordable Care Act as a case study, Professor Anne Marie Cammisa examines the challenges of the legislative process. She shows how the death of one senator, the opinion differences between the Senate and the House of Representatives, and the processes of Congress nearly blocked health care reform from becoming law.
