The failure of educational reform
For many decades school systems across the world have wrestled with the unacceptably low levels of academic achievement associated with ethnic and class difference. Despite continued efforts at reform, the application of vast quantities of funding and the development of policies and programs focused on this issue, there is little evidence of progress. Research in Australia (Guenther 2013) indicates that considerable investment in literacy initiatives related to ‘Closing the Gap’ policies and programs have been largely ineffective in achieving improvement in educational outcomes in schools in Aboriginal communities. Standardized approaches to curriculum and instruction have made limited gains only in a small minority of schools.
