A citizens’ jury (CJ) is, in essence, a forum designed to foster public deliberation and to influence decision-making on contentious issues. Over the past twenty years, the number of initiatives called CJs has increased. At the same time many CJs, by failing to foster effective dialogue and the co-production of knowledge, have tended towards being mere show-trials rather than robust processes of deliberative democracy.
