The relative importance, effectiveness, and costs of school and community counseling services have become issues for many schools and counseling services offered in the community. For example, the state of Virginia passed legislation changing the school regulations so that school districts could choose between reading specialists and school counselors. If the schools cannot afford both types of “specialists,” then how do they make their decisions? Similarly, managed care organizations have begun to set limits for counseling services through community agencies and private providers.
