Counseling program evaluation (CPE) may be broadly defined as the collection of information to allow appraisal of the quality of and assist decision making about counseling program service delivery (Gredler, 1996; Hadley & Mitchell, 1995; Houser, 1998). The purpose of CPE is to maximize the efficiency and effectiveness of service delivery through careful and systematic examination of program components, methodologies, and outcomes. It is not the purpose of CPE simply to provide a rationale for what currently exists or is being done. Rather, CPE is used primarily to change counseling service delivery for the better.
