Most participants in consensus building processes are private citizens acting out of a sense of civic responsibility. Very few have the specialized background needed to understand all the legal issues that may arise in a consensus process. Nonattorneys often feel unsure about how to respond to legal objections that are raised and are sometimes doubtful that a problem is serious.
