The relatively recent surge in female labor force participation has led to a dramatic rise in the number of young children who experience nonparental care. For families with young children, the growth in dual wage-earning families and female-headed single parent households, combined with welfare-to-work requirements has changed the landscape of early childhood education and care, shifting away from maternal to nonmaternal care.
