Half of the U.S. discretionary budget for 2006, $419 billion, was allocated to the Department of Defense (DoD). Budget authorities for other major agencies pale in comparison. For example, the budget for the Department of Health and Human Services was a distant second at only $69 billion (cf. Office of Management and Budget, 2005). Personnel costs account for over half (55%) of the Defense budget (Department of Defense, 2006b). As of fiscal year (FY) 2006, there were over 2.2 million military members (including members on active duty and those in the Reserves and National Guard) and more than 650,000 civilian employees.
