Comprehensive school reform (CSR) refers to approaches to improving outcomes in entire schools. CSR sees the school as the primary unit of change in education. It seeks to implant effective practices in all of the central areas of school functioning most likely to affect student achievement: curriculum, instruction, assessment, grouping, accommodations for struggling students, parent and community involvement, school organization, and professional development (see Borman, Hewes, Overman, & Brown, 2003; Comprehensive School Reform Quality Center, 2006a, b; Educational Research Service, 1998; Stringfield, Ross, & Smith, 1996). In 1998, the U.S. Department of Education defined CSR as innovative programs that include all of the following elements:
