On the morning of November 30, 1999, thousands of chanting demonstrators gathered around the Seattle meeting site. Many linked arms to form human chains; others sat down or stretched out on sidewalks or in the streets to block the many officials seeking to attend the conference. As limousines pulled up, they were surrounded by swarms of protestors attempting to prevent passengers from getting out. The badly outnumbered local security forces found they could do little to assist those people trying to make their way into the meeting place. Indeed, the more the police tried to gain control of the situation, the more raucous some of the protesters became.
