“You bring thirty to one hundred people together, each having a different viewpoint. To make matters worse, each legislator represents his own unique legislative district and pays attention to that. On top of this, almost every member thinks he is more important than almost everyone else and wants things on his own terms.” That is how one legislative leader described his job—a challenging job indeed.1 The leader's fundamental challenge is to achieve common ends by mobilizing individuals who hold different values, represent different interests and constituencies, and pursue different objectives.
