The transformation of legislative cultures

Legislatures throughout the states have much in common, but in no two states is the process quite the same. Legislatures differ in large part because the states differ. The New Hampshire legislature would be unthinkable in New Jersey; the Texas legislature could not make it in Utah; the Oregon legislature is ill-suited for Illinois. Legislatures are interwoven in the fabric of their states; and the legislative process cannot be considered in isolation from the prevailing ethos and the capital community of the state in which it operates.
