My book, Legislative Life, was published in 1981, when state legislatures were riding high. They had gone through almost fifteen years of reform and modernization and were on their way to achieving independence as a coequal branch of government. State legislatures had taken on additional responsibilities and embarked on new initiatives. Legislators felt good about themselves in the 1980s and were enthusiastic about meeting the challenges that came their way. Legislative Life gives an account of the people involved, the processes used, and the performance of legislatures during this period of resurgence. It is essentially an optimistic book, reflecting a confident institution and a vigorous membership. But amidst the many signs of progress, one could discern warning signals.
