Political analyses presume that economic and social conditions create the basis for political issues to emerge. When the recession dragged on in 2002 and 2003 and unemployment was high, more people needed unemployment compensation and food stamps and wanted government to promote economic growth to increase jobs. The large number of people without health insurance either want government to provide some minimal coverage or a government mandate that employers must provide it. Those with lesser incomes want more aid for their children to attend college. Those with higher incomes are concerned that their taxes are too high.
