Communicate with clarity

Program evaluation searches for ways to improve public programs. But if it stops there, no improvement will occur. People must be convinced of the need to make changes, and they must appreciate the opportunities uncovered in the evaluation. And they must be prompted to implement the evaluation's proposals. To do that the evaluators must accurately and convincingly convey what they have learned so that actions leading to improvement can be adopted. The understanding engendered by the evaluation and the capacity to implement held by the stakeholders are connected by communication.
