Program evaluation examines real conditions and compares them with intended consequences. More specifically, it uses rational processes to examine the conduct of a program and assess its characteristics and effectiveness along with the sources of these qualities. To do this, we must constantly ask ourselves how we can be reasonably certain that the information collection and analysis processes we follow will yield valid insights. In short, we must know the actual content of the program to do our job. A wealth of good books have been published on the technical conduct of program evaluations.
