The many overlapping themes in Chapter 3 made it too difficult to present the material in chronological order. This chapter has only one theme—the development of what I call normal politics in Chapter 1. This chapter, then, is presented chronologically through an exploration of the five men who have served as president and what happened during their terms in office.
