In October 2009 the governments of Armenia and Turkey signed an agreement calling for the reopening of their border (closed since 1993) and establishment of normal diplomatic relations. The accord also called for an international commission to be established to review archives relating to the deaths of Armenians in 1915 (see Political background and Foreign relations for details). However, the agreement did not address the controversial issue of Nagorno-Karabakh. Parliamentary approval (by no means assured) was required in both countries for the agreement to be implemented.
