Note: President Andry Rajoelina announced a new cabinet, again led by Prime Minister Monja Roindefo, on September 8, 2009, but its composition was rejected by the three main opposition forces (led by former presidents Marc Ravalomanana, Didier Ratsiraka, and Albert Zafy). After further negotiations, on November 13 Eugene Mangalaza was inaugurated as the new “consensus” prime minister, and two “copresidents” (representing the Ravalomanana and Zafy camps) were appointed later in the month. However, the allocation of portfolios in the planned national unity cabinet subsequently proved contentious, with Rajoelina refusing to participate in the negotiations. On December 18 Rajoelina declared the power-sharing agreement void and unilaterally appointed Col. Vital Albert Camille as prime minister, prompting widespread international criticism.
