Historical Background
The One Hundred Second Congress convened against a backdrop of international crisis and the threat of war. By the end of 1990, nearly 500,000 American troops, along with military contingents from other nations, had assembled in Saudi Arabia in response to Iraqi president Saddam Hussein's invasion of Kuwait. On January 12, 1991, Congress approved a resolution condemning Iraq's actions and authorized the president to use military force if necessary to bring about Iraqi withdrawal from Kuwait.
