In 1989, the Berlin Wall, once the symbol of a divided Europe, was torn down, as Soviet president Mikhail S. Gorbachev declared that the cold war “epic” had ended and that the United States and the Soviet Union were at the beginning of a “long-lasting peaceful period.” In 1990, East Germany and West Germany were reunited, and many lawmakers on Capitol Hill began to seek significant cuts in defense spending as the cold war drew to a close.
