Public schools do not violate the establishment clause of the First Amendment when they provide special education instruction on the premises of parochial schools. The fact that federal funds are spent for programs inside religious schools does not mean or imply government endorsement of religion. School officials can be trusted to fashion rules and guidelines that would avoid excessive entanglement between the public school and the religious group operating the private school.
