In September 2019, a whistleblower complaint was filed with the intelligence community inspector general alleging that President Donald Trump was using his office to pressure the Ukrainian president into investigating a political rival—former vice president Joe Biden—to influence the outcome of the 2020 presidential election. Trump reportedly also sought the president’s assistance in further investigating Russian and potential Ukrainian interference in the 2016 election. The complaint centered on a July phone call between the two leaders but cited actions by other administration officials over several months that contributed to Trump’s efforts.
