In August 2013, President Barack Obama created a formal panel to review and consider changes to a National Security Agency (NSA) program that monitored millions of phone calls, text messages, e-mail, and other communications, including those of U.S. citizens, without warrants. The panel was established following the publication of a series of documents, leaked by government contractor Edward Snowden, that detailed top-secret surveillance programs conducted by the United States. The revelations caused a public outcry, raising concerns of privacy violations, and prompted the government to reexamine its intelligence operations for opportunities to better protect civil liberties while maintaining national security.
