In a response to the partisan gridlock that has had a stranglehold on Congress over the past few years, on November 21, the Senate approved landmark legislation that would limit its use of the filibuster, a tool commonly used by the party in opposition to a specific bill to prevent the bill from being voted on. The change to Senate rules specifically disallowed the filibuster to be used to block presidential executive and judicial nominees, unless the nomination was for the U.S. Supreme Court.
