In March 2013, Michigan Governor Rick Snyder announced that the city of Detroit was in a state of financial emergency. He appointed an emergency manager to recommend methods for helping the city avoid bankruptcy. On July 18, however, the plan failed and Detroit became the largest city in the nation to file for Chapter 9 bankruptcy protection. At the time of its filing, the city's debt was estimated between $18 billion and $20 billion. A judge approved the filing on December 3, 2013, paving the way for Detroit to begin working on a plan to restructure its finances.
