Tensions between Russia and Ukraine flared in November 2018 when Russian security forces seized three Ukrainian ships attempting to sail through the Kerch Strait. Russian officials claimed the ships had illegally crossed the country’s borders, but the Ukrainian government argued the Kerch Strait was shared territorial water. Russia’s actions were roundly condemned by the international community as a continued violation of Ukraine’s sovereignty. The Ukrainian government quickly moved to impose martial law to enable the country to bolster its defenses against what officials described as a serious threat of Russian aggression.
