The Department of Energy’s (DOE) Office of Fossil Energy is responsible for research and development programs involving fossil fuels. The regulatory responsibilities of the Fossil Energy Office are carried out primarily by three divisions: Oil and Natural Gas, Clean Coal and Carbon Management, and Petroleum Reserves.

Oil and Natural Gas develops policy and regulations, conducts administrative law proceedings to determine whether to authorize imports and exports of natural gas, and intervenes in Federal Energy Regulatory Commission proceedings involving natural gas issues (p. 202).
