■ Introduction

The Department of Education Organization Act of 1979 established the Department of Education as a cabinet-level agency that began operation in 1980. The department was formed by transferring to it the educational responsibilities from other agencies, most notably those from the Health, Education and Welfare Department, which was redesignated as the Health and Human Services Department. The Education Department was charged with ensuring equal access to educational opportunities and improving the coordination of federal education programs.
