ORDINARILY, THE POLICY PROCESS ASSUMES THAT POLICYMAKERS identify a problem. If they choose to define it as a “public problem,” lawmakers begin a process of policy formation in which various solutions to the problem are put forward, often in the form of legislative measures. Various political interests establish positions on these measures and a process of coalition building takes place among legislators. The president and some officials of the executive branch may engage in this policy formation and policy adoption process by exercising political influence or by contributing to the hearing process.
