Arnold Anderson was annoyed. His intensive efforts to bring together Denver city agencies, business owners, environmental advocates and neighborhood activists to spur redevelopment of the Concord Hill neighborhood were unraveling.
Arnold prided himself as a facilitator and consultant who city leaders engaged when they got serious about bringing neighborhoods together to shape their future. Arnold believed that this process hinged on educating the stakeholders about the opportunities for increasing density and creating vibrant, vital, and livable spaces. Arnold had to contend with different departments that agreed or disagreed with his plan, and had to reconcile different departmental interests to present a development plan.
