Securing funds for research and development (R&D) projects depends on knowledge, luck, and experience, in varying doses. In this chapter, I'll attempt to compile and distill proposal writing experiences and present them as rough rules of thumb. The focus here is education with two caveats. First, many practices I describe may well apply to other fields. Second, federal and state departments outside of the agency designated for research in education, the Institute of Education Sciences (IES), have vibrant and well-funded programs supporting research in the schools, including other arms of the Department of Education.
