I first met Mrs. Lee in 1976 at a rally in front of the International Hotel and then again in 1985 in the midst of a financial crisis in the San Francisco Housing Authority. The agency was more than $9 million in debt, and its executive director Carl Williams had been asked to resign by Mayor Diane Feinstein.
