Recent overviews of corporate restructuring have pointed to the simultaneous and oftentimes contradictory growth of workplace decentralization, employee participation, and empowerment, on the one hand, and contingent employment, on the other (Cappelli et al., 1997; Kalleberg, Knoke, Marsden, & Spaeth, 1996; Smith, 1997; Smith, 2001; Vallas, 1999). Whereas the first set of changes (often grouped under the rubric functional flexibility) maximizes business adaptability at the level of organizational arrangements—by redesigning production and decision-making processes—the second set (numerical flexibility) maximizes business adaptability at the level of employment contracts—by hiring workers on a temporary basis in order to adjust staffing levels.
