The Middle East region extends over Africa and Asia from the Arabian Gulf in the east to the Atlantic Ocean in the west. Due to massive population growth, the resulting need for more intensive agriculture and improper management of very limited water resources, the region is suffering from a scarcity of fresh water (ESCWA 2005). In addition, the region is experiencing an increasing food security gap between agriculture, livestock, fish and marine productivity, steadily increasing population demands and high desertification rates. Water policies vary between countries which creates potential political unrest between upstream and downstream users.
