All of the structures and processes comprising the RTI model are grounded in assessment. Universal screening at Tier 1—used to ensure that instruction is meeting specified goals and to identify students at risk for failure—employs periodic assessment of student performance, judging it against benchmarks and normative standards. At Tier 2, assessment is used to identify deficiencies that will be the target of supplemental intervention and to monitor progress toward grade-level goals of students receiving intervention. Finally, at Tier 3, assessment identifies environmental factors that explain students' performance problems, tests hypotheses to confirm the role played by those factors, and measures progress toward specific goals while intervention is being provided.
