In the mid-1990s, just as the United States was beginning to enjoy plunging rates of youth violence and murder, a new phenomenon—school shootings—suddenly emerged, grabbing headlines around the country. On February 2, 1996, 14-year-old Barry Loukaitis entered his fifth-period math class at Frontier Junior High in Moses Lake, Washington, dressed in a long trench coat. Hidden inside were two pistols, dozens of rounds of ammunition, and a high-powered rifle. After executing his teacher and two classmates in cold-blooded fashion, Loukaitis calmly exited the classroom with a grin, and said dryly, “This sure beats algebra, doesn’t it?”
